State educational institution of higher professional education "Krasnoyarsk State Medical University of the Federal Agency on Health care
and Social development", further named as "University", works on the basis of the present legislation of the Russian Federation, has a status
of a legal person and realizes the educational programs of higher, post-graduate and additional professional education in accordance with the license.
The academy was organized as a medical institute on the basis of the order of the All-union Committee on Higher school affairs attached to the Council
of People's Commissars and the People's Commissariat of Heath Care of the USSR N 558 of the 21st of November 1942. On the 29th of March 1993
the Administration of the Soviet district of Krasnoyarsk registered the Statuses of Krasnoyarsk state medical institute at N 281. By the orders of
the Russian Federation State Committee on higher education N 705 of the 16th of May 1995 and the Ministry of Health Care and Medical industry of
the Russian Federation N 173 of the 20th of June 1995 Krasnoyarsk state medical institute was renamed into Krasnoyarsk state medical academy. The
change in the name of the institution was registered by the Administration of the Soviet district of Krasnoyarsk on the 4th of July 1995 at N 429.
On the 10th of June 1998 the Administration of the Soviet district of Krasnoyarsk registered the new wording of the Statuses of Krasnoyarsk state
medical univrsity.
The founder of the Academy is the Government of The Russian federation. The powers of the founder are performed by the Federal Agency on Health
care and Social development (further - the Founder). The relationships between the Founder and the Academy are determined by the agreement.
The official name of the University:
The full name is the State educational institution of higher professional education "Krasnoyarsk State Medical University of the Federal Agency on
Health care and Social development".
The abridged name is the SEI of HPE KrasSMU of Roszdrav.
The international name of the academy is Krasnoyarsk State Medical University (KrasSMU).
The location of the University is 1, Partizan Zheleznyak str., Krasnoyarsk, Russian Federation, 660022.
The University is a legal person since its state registration. As a legal person the University:
can have ruble and currency accounts in accordance with the existing order;
has the right of operative managing all the belonging to it assets for the performing of the statutory activities;
is a plaintiff and defendant in the court, including arbitration tribunal;
independently deals with the property gained at the expense of the cash resources resulted from realization of profitable activities;
has its estimate for income and estimate of costs and independent balance;
has a round seal with its name and the imprint of the State Emblem of the Russian Federation, impresses, and letterheads
has a right to have its emblem, flag and any other attributes of the state educational institution;
has a right to create and enter associations of legal entities (associations and unions);
realizes any other powers which are not prohibited by the present legislation and which arise from the status of the university as an educational
institution of higher and post-graduate professional education of the Russian Federation.
The University realizes its activities in accordance with the normative documents in the sphere of higher professional education and the
present statuses.
The main tasks of the university are:
satisfaction of the needs of a person in the intellectual, cultural, moral and physical development through getting higher and post-graduate
medical education and qualification in the chosen area of professional activities;
satisfying the needs of the society and state in qualified specialists having higher medical education and in researchers and lecturers of the
highest qualification, and any other paramedical specialists;
organization and carrying out fundamental, search and applied research aimed at solution of the medical and educational problems;
retraining and raising the level of skill of specialists and leading employees of health care system;
accumulation, preservation and augmenting of moral, cultural and scientific values of the society;
distribution of scientific, medical and sanitary knowledge in the population, raise of their general educational and cultural level;
assisting the local health authorities to render medical aid to the population of the Krasnoyarsk territory;
assisting the sanitary activities in popularization of healthy mode of life.
The University is independent in the formation of its structure, excluding creation, reorganization, renaming and liquidation of its subsidiaries.
Structural subdivisions of the University are not legal persons. The structural subdivisions may be given the rights of a legal person according
to the decision of the Academic Council of the University. The regulations and functions of a structural subdivision are determined by the regulations
confirmed by the Academic Council of the University.
The University has the following structural subdivisions: faculties, departments, Preparatory centre, educational subdivisions
(educational-systemic department, scientific library, and museum), dental polyclinic, scientific subdivisions (central research laboratory,
scientific-organizational department, vivarium, department of post-graduate courses and residency, department of information and patents,
and department of international relations), polyclinic, students' preventorium, laboratory of immunochemical methods of investigation, clinic,
administrative services, executive services, research institutes.
The University provides protection of the information which presents State secret in accordance with entrusted tasks and within its competence.
Depending on the volume of work with the use of the information which presents State secret, the rector organizes structural subdivisions on
protecting State secret, their functions being determined by the supervisor in question according to the normative documents confirmed by the
Government of the Russian federation, and specificity of the performed work.
Within the University organization and activities of political parties and movements as well as propaganda of ideas of political parties,
religious organizations and unions in the teaching process on the part of lecturers, students or any other people are prohibited.
Admission to the University
Citizens of the Russian Federation have a right to receive free-of-charge higher professional education on the competitive basis in case the
education of this level is received for the first time.
The order of admission to the University is established by the federal educational authority. The University independently elaborates and
confirms the rules of admission in the part which does not contradict the legislation of the Russian Federation and the order of admission
established by the federal educational authority.
The University announces admission for training according to educational programs only if it has a license on implementation of educational
activities on theses programs.
The number of citizens admitted on the first year of studies at the University for training at the expense of the federal budget and the structure
of their admission are determined within the limits of state tasks (control figures), annually established by the founder.
The University has a right to implement in accordance with the legislation of the Russian Federation in the area of education admission of citizens
over the established state tasks (control figures) for training on the basis of contracts with a fee paid by legal and/or physical persons.
At the same time the total number of students trained at the University cannot exceed the number established in the license on implementation of
educational activities.
The University can allot places for target admission within the limits of state tasks (control figures) on the basis of contracts with state and
municipal authorities and organize additional competition for these places.
The terms of reception of documents from entrants on the first year of studies is established by federal educational authority.
The admission to the University is carried out on the competitive basis and on the application of entrants. The clauses of the competition must
guarantee the maintenance of a right for education and provide for the enrolment of the most capable citizens who are ready for the assimilation
of educational programs of the corresponding level, if the other is not envisaged by the legislation of the Russian Federation.
The entrants take entrance examinations in Russian.
For the period of entrance examinations and enrolment to the University the entrance examination board, subject examination boards,
and the board of appeal are organized, the order of formation, staff and powers are being regulated by the provision confirmed by the rector of
the University.
Each student of the University has a personal file in accordance with established procedure.
Educational activities
Educational programs have in University full-time tuition and tuition by correspondence.
For all forms of receiving of education, including in case of their combination within concrete educational program, the uniform state
educational standard operates.
Term of mastering of educational program of the higher education and the postgraduate professional education on a full-time tuition is
established according to the state educational standard.
Terms of tuition by correspondence are determined by the curriculum approved in accordance with the established procedure.
General requirements to the organization of educational process in higher educational establishment on educational programs of various levels are
established by the legislation of the Russian Federation in a sphere of education.
The organization of educational process at the University on educational programs of the higher professional education is regulated by the
working programme on a speciality and the time-table of studies for each form of study which are developed and affirm by the University
independently on the basis of the state educational standard of the higher professional education, approximate educational programs,
curricula in a direction of preparation (speciality) and programs of the disciplines approved by the federal controls of education.
In University academic year for students of a full-time course of study begins on September, 1st and comes to an end according to the working
curriculum on a concrete speciality
At the University two times a year are established a vacation of 7-10 weeks depending on a curriculum, including not less than 2 weeks during
the winter period.
The Academic council has the right to transfer terms of the beginning of academic year, but no more than for 2 months.
Terms of the beginning and the termination of academic year for students of tuition by correspondence are established by the working curriculum.
Studies are carried out at the University in the form of lectures, consultations, seminars, a practical training, laboratory works, examinations,
colloquiums, tests, scientifically - research work, practice, yearly essay The University can establish other kinds of studies.
Training at the University is conducted in Russian.
For all kinds of class work the academic hour is 45 minutes.
The academic load of a student per week with obligatory classroom lessons makes at the University no more than 36 hours, independently of
a year of studies and the training program.
The University by the purposeful organization of educational process, a choice of forms, methods and tutorials creates conditions for mastering
of educational programs of certain level and an orientation. Use of antihuman and life or health -threatening of methods of training is forbidden.
The University e appreciate quality of mastering of educational programs by realization of a running control of progress, intermediate
assessment of students and total assessment of graduates.
Knowledge, skills of students in certificate of degree of the state sample is determined by following marks: excellent, good, satisfactory,
passed. Quality of mastering of educational programs is evaluated at the University by realization of a running control of progress,
intermediate assessment of students and total assessment of graduates. Results of intermediate assessment are evaluated at passing an
examination excellent, good, satisfactory, unsatisfactory, passed, non-passed. Total assessment of graduates is evaluated with excellent,
good, satisfactory, unsatisfactory marks. The mark is received at examination or by results of a running control of study of the student,
except graduation examination. The student not agree to the mark received by results of a running control, is entitled to the passing an
examination. For weak students the examination as the form of the control of knowledge, is obligatory. The right to organize examinations in
various forms (oral, written, test, protection of abstracts, fulfillment and protection of term papers and so forth) is granted to departments.
Under the decision of the Academic council of faculty other appraisal assessment of knowledge can be applied, however by recording in
examination sheets and test books the system of assessment established by the present Charter should be used only.
The order of taking tests and examinations, rules of a repeated passing examinations, the basis and terms of extension of session, the order of
transferring on the following course is regulated by the regulations about course examinations and tests are affirmed by the Academic council
of the University.
Examinations in the basic clinical disciplines will be organized in three stages: the test control, the control of mastering by each student of
all list of the practical skills provided on given discipline, and at receiving of a positive assessment of the two first stages - interview.
The students who have been not assessed for disciplines of the curriculum of a current year, are not transferred to the following course.
The student who has violated all the requests of the curriculum of a current year for the unreasonable excuse is not admitted to examinations.
The student who has not passed examinations without valid excuse in certain days (it is equal as defaulted terms of the contract at paid training),
is expelled from the University by the order of the rector on dean's office granting.
The students trained at the University under programs of the higher professional training, at intermediate assessment hand over within an academic
year no more than 10 examinations and 12 offsets. The indicated number does not include examinations and offsets in physical training and
elective courses. Under medical indications and in exceptional cases the students of the University take academic holidays in an order established
by the Federal educational authorities.
Total assessment of the graduate of University is obligatory and is carried out after mastering of educational program in full.
Total assessment of the graduate of University is carried out by the state certification commission according to position about total state
certification of graduates of higher educational establishments of the Russian Federation, affirmed by the Federal educational authorities.
The university having the state accreditation and realizing professional educational programs, issues to the persons who have passed total
assessment, corresponding documents of the state sample on an educational level and (or) qualifications. In the appendix to the diploma hours
and marks of all disciplines studied by the student during training at the University are indicated.
To the student who has passed examination with an mark Excellent not less, than on 75 % of all disciplines of the curriculum, and on other
disciplines - with an mark Well, and passed total state assessment with a mark Excellent, the diploma with honours is handed. The graduate
who has received a diploma with honours, has the privileges established by active normative acts.
Graduating student and trained, left before the termination of higher educational establishment, from the privacy the document on education on
which basis he has been admitted in University is issued to the graduate of University. The document attested copy remains in the privacy.
All other documents (statements from orders on entrance, on the termination or leaving, the test book, the student's card, etc.) Remain for
storage in the privacy.
Scientific activity
The major tasks of University are development of medical sciences by means of research activities and creative activity of scientifically - pedagogical
workers and students, preparation of scientifically - pedagogical workers for the top skills.
The university carries out fundamental, search, applied and methodical research activities which are indispensable constituting of preparation
workers of outstanding qualification.The University plans the scientific activity according to scientific programs, projects or contracts, and
initiative researches - according to thematic plans. Scientific activity of University is carried out in contact to scientific institutions of
, the Russian University of Medical Science, others state and public organizations and establishments of practical public health.
The scientific subjects of University are affirmed by the Academic council.
The main questions of planning, current scientific activity and the reporting of scientific divisions are regularly considered by the
corresponding problem commissions and at session of the Academic council of University.
Participation of scientific divisions of University in educational process are provided:
creation of conditions for performance by students of educational-research works, undergoing practical training, preparation of thesis by post-graduate students;
- attraction of students to performance of research works;
- use of results of scientific research by lecturers in lecture courses and practical training
- introductions of devices, facilities, installations, the methodical grants developed and created in the course of scientific research in
laboratory practical works.
The valuation scientific and (or) scientifically - technical activity of University and its interaction with educational process is carried out
by the founder.
Requirements to scientific and (or) scientifically - technical activity of University and an order of its valuation are established by federal
controls of education in coordination with the federal enforcement authority which is carrying out formation and realization of the state
scientifically - technical policy.
Results of the valuation scientific and (or) scientifically - technical activity in University make a part of the total valuation of activity of
University at its state accreditation and are for federal controls of education by one of the bases for an establishment (acknowledgement) of a
kind of a higher educational institution.
The scientific researches spent by University at the expense of the federal budget, are financed by the founder, irrespectively of financing of
educational activity.
Scientific research work of the University may be carried out at the expense of grants, and these grants are transmitted to scientific researchers
or University in prescribed manner.
Recipients of grants deal with them in accordance with the legislation of Russian Federation, or in case of using them on the territory of a foreign
state in accordance with legislation of this state.
The administration of the higher education establishment
The University is autonomous and is responsible to every student society and state. Autonomy is a self government, which is necessary for taking
decisions with regard to University statutes.
Administration of the University is provided in accordance with legislation of Russia federation, standard statue of the General and Professional
Education of Russian Federation, University statutes and agreement with founder on principles of individual authority and collective decision.
Administration of the University is based on the principles of participating of all staff -lecturers, students, postgraduates, residents.
The University statutes, its changes or supplements are accepted by the conference of the educational research learners, representatives of other
staff and students and it is approved by the founder.
The order of the delegates' elections to the conference is determined by the Academic council with the participation of all staff, students and
members of the voluntary organization. Upon that the members of the Academic council must be no more than 50% of general number of delegates.
The conference elects the chairman.
The academic council appoints the date of the conference.
All staff and students must know the Academic council, its changes and supplements and freely discuss it.
The Academic council, its changes or supplements must be registered in accordance with the legislation of Russian Federation.
General management of the University is realized by the elective organ - the Academic council, chosen by the conference of work collective.
Rector is a member of the Academic council, and at the same time he is a chairman of it, pro-rectors, and deans of the faculties, the president
of trade union committee are the members of the council as well. Other members of the Academic council are elected at the conference by secret
voting. The total number of representatives is 61 persons. Rate of representatives from Academic's structural subdivisions are determined by the
Academic council.
The right of nomination to the Academic council belongs to the faculties' councils, the departments' staff.
The representatives of subdivisions may be elected or recalled if 50% or two thirds of payroll voted for. The payroll of the Academic council
is declared by the rector of the university.
The Academic council may engage into its staff the leading specialists of public health service.
In case of quitting from the University, he is automatically leaves the Academic council.
The term of office of the Academic council is five years. Early re-election of the Academic council may be only in case if more than the half
of the members insists on it.
The Board of Regents, the Council of Elders and other councils may be formed in the University. The formation, activity and authority of these
councils are determined by the statutes adopted by the Academic council.
Jurisdiction of the academic council:
Educational process, scientific management;
Approval of curriculum, program of research and evaluation work and also team work with health authorities;
Representation of the rector's reports on educational, research and economic activities;
Approval of deans' reports on the educational program, results of exams and results of term papers;
Approval of Admission Regulations to the University, inspecting the results of Admission Committee;
Approval of applicants to doctorate, PG course, residency training;
Approval of masters' dissertations and doctors' theses, their topics and plans, giving research leaves to respondents;
Representation of lecturers of the University to academic titles;
Representation of the candidates of the University for the election to the Russian University of Medical Sciences, to other Russian and
International Academies;
Election of the deans;
Taking the decision of involving the deans of faculties to the Academic council without electing them at the conference;
Election of the heads of the departments according to the presentation of the contest committee;
Nomination of educational scholarships to students and postgraduates;
Formulation and approval of annual and perspective plans of the University;
Approval of the structure of the University;
Approval the procedure of rector's election and the order of nomination of the candidates to the post of rector;
Approval the order of forming and allocation of extra-budgetary funds of University;
Analysis of the reports of the departments, problem councils, central coordinative center of teaching methods, cycle committees, on the problems of
scientific research and teaching methods;
Determination of using social development fund.
Annual listening to rector's report about the results of the activity of the University.
The decision of the Academic council is adopted by public voting of majority, and in this case, there must be not less than two thirds of all staff.
The decisions of the Academic council, concerning the competitive election on replacement of chair faculty and staff, election of rector are admitted
in accordance with statutes worked out by the University and in accordance with legislation.
The Academic council may depute part of its authority to faculties' councils.
The management of the University is realized by rector. He is responsible for the results of the activities of the University.
The rector of the University is elected by secret vote at the conference for the term of 5 years on results of discussion of programs
of applicants (applicant) for a post of the rector or the report of the ruling rector.
An order of promotion of nominees on a post of the rector and the requirements to them are determined by the Academic council.
The order of election of delegates to the conference is determined by the Academic council of the University with participation of all
staff and students.
Delegates of conference on elections of the rector mark in the bulletin for ballot a surname of the applicant, which program they will consider
more preferable in comparison with programs of other applicants.
The ruling rector has the right to act as the program of the applicant with the report.
The applicant who has won the majority of votes of delegates of conference, taken part in voting (irrespectively of number of applicants),
in the presence of quorum not less than 2/3 from list of delegates of conference will be considered as the winner of competition. At equal quantity
of the voices typed by applicants, the voice of the chairman of conference is solving.
If the unique applicant has not got the majority of votes, the Academic council in time not later than seven days after carrying out the
conference which have not elected the rector, declares repeated carrying out of contest for vacancy of the rector and appoints date of carrying
out of repeated competition on elections of the rector.
The rector is confirmed to the post according to the legislation of the Russian Federation on education. In a case motivating refusal of the
founder to confirm a nominee elected on a post of the rector of University, according to the current legislation a new election is held, thus,
if the candidate on a post of the rector types not less than two thirds of voices of total number of participants, it affirms the
founder without fail.
In the presence of a vacant post of the rector execution of its duties is assigned to one of pro-rectors by the order of the founder.
The President follows in his activity the legislation in force of Russian Federation and the given statute.
The President of the University according to the legislation of the Russian Federation acts on behalf of the University, represents it in all
bodies, organizations and institutions.
The President's competence includes:
- leadership in the Academic Council of the University;
- all categories of employees recruitment;
- direction of the University's property and funds;
- approval of incomings and expenses estimate;
- attraction of additional financial sources and tangible assets for realization of the activity required by the statute;
- opening of accounts in banks, currency accounts included;
- establishment of the structure of the University administration, list of members of staff and employees' functions;
- lease in accordance with the Academic Council of its property units and ground areas;
- establishment of additional payments and payouts order and sizes within the limits of salary fund and intrinsic resources of the University;
- conclusion of different types of treaties;
- approval of routine rules;
- general guidance of the contingent forming work, rules of admission to the University, supervision of the entrance examination work;
- general guidance of working out curriculums, academic programs, supervision of educational process organization and quality, supervision of
scientific- research work;
- appointment the pro-rectors, the heads of the departments and subdivisions of the University and supervision of their work;
- issue of orders and directions, imperative for all the employees and all the learners of the University;
- other questions connected with direct administration of the University's activity.
It is not allowed to combine the post of President of the University with another paid headship (except scientific and scientific-methodic guidance)
either inside or outside the University. The President is not allowed to fulfill his duties as an off-hour job.
The President according to the legislation of Russian Federation determines the employees' functions. The President is allowed to transmit
the execution of a part of his authority to the pro-rectors or other headship of the University.
The pro-rectors are employed under the labour contract. The date of expiry of the labour contract between the pro-rector and the University
coincides with the date of termination of the President's authorities.
The distribution of duties among the pro-rectors or other headship of the University is set up by the President's order, the last being
brought to the notice of every member of the University staff.
As an organ of executive administration of the University, the President's meeting is formed which includes: pro-rectors, deans of the faculties,
head of personnel department, head of the planning-financial department, chief accountant, representatives of public student's organizations,
chairman of the trade union committee.
The Academic Councils of the faculties are created in the University, they are the organs which realize general guidance of the faculties.
The dean of the faculty is the chairman of the Faculty Academic Council. The term of the Faculty Academic Council's authorities is 5 years.
The procedure of creation and activity of the Faculty Academic Council are determined by the Academic Council of the University. The Faculty
Academic Council:
- forms the structure of the faculty;
- solves the questions of the faculty management improvement;
- examines the most important questions of the faculty's activity;
- listens to the reports of the dean and estimates his activity;
- carries out competitive selection of the lecturers, assistants, senior lecturers with subsequent recommendations for making contracts.
- imperative for all the employees and all the students of the University,
- resolutions of the Faculty Academic Council are imperative for the faculty administration, staff and students.
The Academic Council of the University elects the dean, which heads the faculty, by secret vote from among the most qualified and competent members
of the University staff, which have an academic degree or status, up to the 5 years period. The Dean's elections are made on the alternative
base, with a wide discussion of the candidatures and their programs in the departments and scientific units' collectives. The terms and the
procedure of organizing the Dean's elections, the procedure of nomination for the dean's post are determined by regulations, approved by the
Academic Council of the University.
The dean is considered as elected if he has more than 50 % of the Academic Council votes with two thirds quorum of the payroll.
After election the dean of the faculty is approved in his post by the President's order.
The department is headed by the head of the department, which is elected in a competition by secret vote of the Academic Council of the
University up to the 5 years period from among the most qualified and competent specialists of corresponding profile having as a rule an academic
degree or status and approved in his post by the President's order. The head of the department is completely responsible for the results of the
department's work.
The positions of the President, pro-rectors, deans of the faculties may be occupied by the persons meeting the requirements for the posts in
question made according to the legislation of the Russian Federation. The persons who do not meet these requirements any more are acquitted from
the positions and moved in case of consent to other posts, suitable for their qualification.
According to the Academic Council of the University declaration, the Founder is able to determine an individual term of being the President
in conformity with to the Labour Code of the Russian Federation.

The students and the staff of the University.
The students in the University are doctoral students, post-graduates, attending physicians, interns, undergraduates and learners.
A doctoral student is a person having candidate's degree which is taken in to the doctorate by the President's order according to the
recommendation of the Academic Council of the University for the preparation of a thesis to pursue a doctor's degree.
A post-graduate is a person having higher professional education, which studies at a post-graduate course and prepares a thesis to pursue a
candidate's degree.
An attending physician is a person taken in to the University in accordance with established procedure by the President's order, which has higher
professional education, studies at a residency in conformity with the programs of special professional training.
An intern is a person taken in to the University in accordance with established procedure by the President's order, which has higher professional
education and does an internship in conformity with the academic programs of special professional training.
A student is a person taken in to the University in accordance with established procedure by the President's order for training on the academic
program of higher professional education.
A student receives higher education in accordance with the chosen speciality within the limits of a corresponding State Standard by mastering
a corresponding program of higher professional education.
A student is allowed to combine studies with work and receive benefits determined by the labour and educational legislation of the
Russian Federation.
Freedom to move to another educational institution is guaranteed to the student with consent of this educational institution and in case
of it's successful attestation. The movement of the student from one to another educational institution is realized in the course of
procedure determined by the federal organ of education management unless otherwise provided for by law of the Russian Federation. The student
keeps at the same time his rights as a first time learner at the given stage of higher professional education.
The student has the right to be reinstated to the University during 5 years after his sending down by his on wish or by good reason with reservation
of the form of education (paid or free of charge) in conformity with which he had studied before he was sent down in the presence of places available
in the higher educational institution.
In case of not acceptable reason of sending down the reinstatement of the student is realized in the course of procedure determined by the
reinstatement commission. The student's reinstatement to the University is realized by the decision of the reinstatement commission on the
grounds of the student's personal written request (addressed to the President).
In case of sending down for academic failure the results of preliminary interview are taken into consideration during the reinstatement.
A student may be transferred from paid educational department to free educational department only in exceptional cases if a student finishes
the second year with excellent marks, his behavior is orderly. For this purpose an University administration executive decree is necessary.
The decree should be confirmed by the rector order. At any rate the shift is possible if there are vacant places at the free education department
of the particular specialty. If there are vacant places transferals from other accredited academies, from one faculty to another faculty are
exercised by the rector order in accordance with the dean declaration as a rule after finishing the first year course of study. A student cannot
change an educational department or a curriculum and cannot transfer from one university to another if it is not fixed in his contract.
At the University a reinstatement, a transferal and a change of an educational department is free of charge if a person receives a higher education
for the first time.
Internal students and those students whose education is paid by the federal budget receive a scholarship in accordance with the legislation of the
Russian Federation and in the course fixed by the Academic counsel of the University.
Within the limits of the budgetary and off-budget funds the University work out and realize independently countenance measures to support students.
Also the University fix scholarships, cash benefits and other social transfers which depend on academic achievements and their welfare standards.
Nonresident internal students if they need a living space are provided for a place at a hostel in accordance with sanitary norms if there is
spare dwelling stock at the University. The amount of payment for living at the hostel is introduced according to legislation in force. The
amount of payment may be increased for additional facilities according to mutual consent.
Every University student living at the hostel sign a contract according to regulations adopted by the Academic Council of the University.
Other privileges, social insurance arrangements and benefits as well as students' duties are established by the legislation of the Russian Federation,
by the present Regulations and by other documents regulating University work.
The students of the University are obliged to fulfill the requirements of the University Statute;
enrich their knowledge, timely to carry out all the tasks provided by the curriculum, work for raising the level of their culture, moral and
physical perfection;
attend all kinds of compulsory studies
observe internal code of conduct, rules of dwelling at the University hostels;
take care of the University property, bear financial responsibility in accordance with the established legislative procedure in case of their
fault in spoiling it.
carry out orders and instructions of the University administration.
In case of violation of the instructions provided by the University Statute, internal regulation a student may be disciplined or sent out of
the University.
A student may be sent out of the University:
a) on the grounds of the graduation;
b) at his or her own initiative including transference to another university or state of health;
c) over poor progress;
d) breach of academic discipline or routine;
e) on the grounds provided by the paid education contract.
Grounds and the order of sending out:
a) in case of sending out after the graduation the ground is the accomplishment of the curriculum and satisfactory marks of the state certification;
b) in case of sending out at his or her own initiative the ground is a student personal application;
c) in case of sending out because of transference to another university the ground is a student personal application and a certificate from the
receiving university;
d) in case of sending out because of poor progress the ground is:
failure to pass tests or examinations during planned time-table in accordance with the Regulation on Tests and Examinations adopted by the
Academic council of the University. getting by a student three bad marks in one or several subjects during an examination period.
e) in case of sending out because of poor progress the dean application is necessary
f) the ground of the sending out in case of the educational discipline breach, the breach of the internal order or the University Statute is the
matter of record of the impairment. The sending out in case of the internal order breach is fulfilled in accord with the student trade-union;
A student is sent out by the rector order.
A disciplinary punishment including sending out may be inflicted on a student after receiving his written explanation. A disciplinary punishment
may be applied not later than a month since the detection of a fault and not later than six month since its perpetration excluding the time of the
illness or (and) the holiday time. Students may not be sent out during their illness, holidays, leave of absence, maternity leave. A disciplinary
punishment is inflicted by the rector order.
The University must inform the students (at their request) about the condition in the scope of occupation of the Russian Federation people,
contribute to the formation of educational and employment assistance contracts with enterprises, institutions and bodies.
Those persons who attend advanced medical courses and an access course are University students. Their legal status concerning educational benefits
correspond to those of the University students of the particular form of education.
The ground of the enrollment to the University is the rector order.
At the University appointments for researchers and lecturers (teaching staff, scientists), for technical, administrative, industrial, teaching
and educational and other staff are provided.
Teaching staff include posts of a faculty dean, a head of a department, a professor, an associate professor, senior instructor, instructor and
junior member of teaching or research staff are provided.
At the University filling of all the posts of the researchers and lecturers with the exception of the posts of a faculty dean and a head of a
department are promoted in accordance with the labour contract concluded for a term of five years. Competitive choice precede the conclusion
of a labour contract in case of filling of all the posts of the researchers and lecturers.
The regulations concerning the filling of the posts of researchers, lecturers and scientists at the higher educational institutions is confirmed
by federal educational authorities.
At the University the staff of researchers and lecturers enjoy rights and discharge their obligations under the legislation of the Russian Federation,
the Statute and corresponding University statutory acts.
For the University employees performing educational work (hereinafter referred to as educational staff) brief duration of working hours is
established - not more then 36 teaching periods in a week and a prolonged paid annual leave of 56 calender day duration.
Teaching load is established by the University independently according to their professional skill and a type of a department at the rate of 900
teaching periods in an academic year.
Not rarer than once every 10 years of unbroken record of service educational staff have the right to have a prolonged leave for a period within
a year which is offered in accordance with executive decree of the Academic council of the University, rector order as a rule with the purpose to
write down textbooks, monographs. The procedure of payment is determined by the Academic council regulations.
At the University the staff of researchers and lecturers are obliged to:
- ensure high efficiency of the education, research work; develop students self-dependence, initiative, creative ability; get them to take part in
research work and creative work;
- keep the Statute and the by-law of the University;
- develop students professional merits according to their specialty, civil view point, ability to live and to work under the contemporary
civilization and democracy;
- methodically raise the level of the skill;
- pay much attention to the winning scientific, pedagogic and moral authority;
- respect students dignity and opinion and those of the colleagues;
- meet the conditions of the labour contract;
- in accordance with the legislation of the Russian Federation be personally liable financially in case of the property damage to the University
belongings because of improper course of duty.
In order to provide the periodicals and other editions the educational staff ( including leading employees who is connected with the educational
activity) are paid monthly pecuniary compensation at the rate stated by the legislation of the Russian Federation.
The educational staff may be discharged on grounds of staff reduction only after finishing an academic year.
Rights and duties of the University administrative, technical, operative, teaching and educational and other staff are determined by the labour
legislation of the Russian Federation, the Statute and the by-law of the University, job descriptions. Labour relations of this.
The rights and duties of administrative-economic, technical, industrial, educational and other staff of the Acadеmy are formed by labour
legislation of the Russian Federation, the Statuses of the University, internal regulation of the University and by job descriptions.
Employment relations of the mentioned category of employees and the rector of the university are regulated on the basis of the labour contract.
The workers of the University are given moral and material encouragement for their success in educational, methodological, scientific, educative
and other kinds of activities. The regards are provided by the statuses of the University.
Employment and socio-economic relations in the University are determined on the basis of the labour code of the Russian Federation, Educational
Act, the federal law about higher and postgraduate professional education, and other laws, and standard legal act of the Russian Federation, and
also on the basis of the collective agreement, the reception and realization of which are determined by the legislation of the Russian Federation.
The training of scientific-pedagogical and scientific staff and advanced training of scientific-pedagogical workers.
The training of scientific-pedagogical and scientific staff of the University is realized in the postgraduate study, the residency and the
institution of doctoral candidacy of the universities, which have state accreditation, scientific institutions or organizations, which have
the licence for leading educational activity in the sphere of postgraduate professional education, and also by means of probation, attachment of
the applicants to these institutions or organizations, transfer pedagogical workers to the position of scientific workers in order to prepare
doctoral thesis and giving sabbatical leave in order to finish dissertations. The regulation about the training of scientific-pedagogical and
scientific staff in the system of postgraduate professional education in the Russian Federation is stated by the Federal authority of the
administration of education.
The rights, duties, social safeguards and privileges of postgraduates, doctoral candidates and applicants are formed by the legislation of the
Russian Federation, the Statuses of the University and other acts, which regulate the activity of the University.
The advanced training of scientific-pedagogical workers of the University is carried out no less than once in five years in educational
institutions of the advanced training system and professional retraining in the universities, the leading Russian and foreign scientific
and industrial organizations by means of training, probation, preparation and defense of thesis, participation in the work of seminars, and
with the help of other forms of advanced training.
The advanced training of scientific pedagogical workers may be financed either by federal budget or by legal or individual person according to
the contract with the universities, scientfic institutions or organisations.
The following forms of training, retraining and advanced training of scientific, pedagogical, medical and other staff are established in
the University:
- The institution of doctoral candidacy, transfer the candidates of science to the positions of scientific workers for preparation of the
doctoral thesis;
- Applicancy;
- Postgraduate course;
- Professional pedagogical probation in research institutes, universities, universities of advanced studies and other organizations;
- Attaching the applicants to the universities;
- Sabbatical leaves for finishing the dissertation;
- Retraining in the universities and centers of advanced training and retraining of staff;
- Clinical residency;
- Clinical internship.
The entrance to clinical residency, internship and postgraduate course is formed in the range of state tasks (control figures), according to
agreements and contracts, including foreign citizens.
The rules of entering the postgraduate course, the institution of doctoral candidacy, transfer the lecturers to scientific positions, the rights
and duties, expulsion of postgraduates and doctoral candidates are formed according to the current legislation.
For finishing the doctoral thesis (in case that 50% of the work is already done), the Academic Senate may transfer the lecturers of the
University to the scientific positions for a two year period. At the end of the first year, having a scientific position, the applicant gives
a report, which is asserted by the Academic Senate.
Sabbatical leaves are given to scientific-pedagogical workers of the University as well as to the applicants, attached to the University,
in order they could finish the candidate's and doctoral dissertations.
For getting a sabbatical leave the following things are required:
- The assertion of the subject of the dissertation by the University Senate;
- The fulfillment of no less than 75% of the dissertation;
- The reference of the department;
- The decision of the problem commission.
The duration of the sabbatical leave for finishing the doctoral dissertation can't exceed 6 months, the candidate's one - 3 months.
The assignment of sabbatical leaves is possible only in time appointed by research plan for a given dissertational research. When the sabbatical
leave is over the applicant gives a report which is asserted by the University Senate.
The Medical activity of the University.
The Medical activity of the university is performed according to the license in the prescribed manner. The main tasks of medical preventive activity
of the University are the following:
- Making original conditions for pedagogical process on the clinical departments, using the progressive forms and methods of training, modern
achievements of the medical science and practical public health;
- Rendering all kinds of qualified medical care to the population on the clinical bases;
- Development and introduction the new methods of diagnostics, treatment and rehabilitation;
- Advanced training and certification of the medical staff;
- The development of one's own clinical base.
The University has its own dental clinic and clinical base, given on the basis of the contract by medical-preventive institutions of the city
and the region, on the basis of which the clinical departments of the University work. The working places on the clinical bases are used for
students (they can have practical training there). The relationship between the University, medical-preventive and other specialized institutions
are determined according to the contract.
Medical-preventive activity of the University is made interactively with health authorities and institutions of practical health care in
Krasnoyarsk and in the Krasnoyarsk region.
The economy of the University.
The buildings, constructions, ownership complexes, equipment and other property of consumer, social, cultural assignment are attached to the
University in the prescribed manner.
Ground areas, given to the University in the prescribed manner are attached to the University to unlimited free of charge use.
State property attached to the University can be alienated by the owner (or by the authority delegated by the owner) in order and on
terms prescribed by the legislation of the Russian Federation.
The property purchased by the University by means of funds received from allowed kinds of activities and taken into account on the separate
balance comes into its independent regulation.
The University has a right to be a leaseholder or a lessor of the property. The let is made without foreclose. The means received by the
University as a rent are used for securing and development of educational process of the University.
The University has the responsibility in the face of the owner (or in the face of the authority delegated by the owner) for the safety and
effective use of the given property. The control of the activity of the University in this field is performed by the owner of the property
(or the authority, delegated by the owner).
The University responses according to its liabilities by disposable means and by the property taken into account on the separate balance. If
there is lack of them the founder has the subsidiary responsibility by commitment of the University in the order prescribed by the legislation
of the Russian Federation.
The financing of the University is performed by means of:
- The Federal budget;
- Material and monetary contributions of the founder;
- Funds received from paid education, enterprising and other kinds of activities provided by the legislation of the Russian Federation;
- Voluntary contributions and target paymants of legal and individual persons, including foreign citizens; funds from other sources in accordance
with the legislation of the Russian Federation.
The University may use bank credit only if the founder allows.
Financing educational activity of University regarding as realization of educational programs of the higher education, послевузовского and additional
vocational training is carried out due to funds of the federal budget taking into account in view of the established state tasks on reception
(estimated figures) on the basis of the state specifications of financing determined counting upon one trainee and stipulated for corresponding
types and kinds of educational institutions.
Financing of scientific researches of University is carried out due to funds: the state budget; other organizations, including foreign; from
economic contracts; various funds; bank credits; donations; other lawful sources.
The university carries out an expenditure of budgetary funds and means of other sources of financing according to the legislation of the Russian
Federation.
Attraction by University of additional funds does not entail decrease in the state specifications of financing and (or) the sizes of its financing
stipulated in the corresponding budget.
The university has a right to carry out over the established state tasks (estimated figures) on admission of experts of a corresponding educational
level training with payment of training cost, to render the additional paid educational services which have been not stipulated by corresponding
educational programs and the state educational standards, under contracts with legal and (or) physical persons. The specified kinds of activity
cannot be rendered in exchange and within the framework of educational activity of the University financed due to funds of the federal budget.
Cost of training and the size of payment for granting of additional educational services are established by the head of a university taking into
account the approved estimate of expenditure.
The university independently solves the questions connected to the making of contracts, definition of liability and other conditions which are
not contradicting to the legislation of the Russian Federation and the present Charter.
University within the limits of available funds for a payment independently.
But not below established by the legislation, defines the sizes of surcharges and extra charges, premiums and other payments to
workers of University.
The university realizes the following kinds of activity:
- Trade in the purchased goods, the equipment;
- Rendering of intermediary services;
- Individual share in activity of other institutions (including educational), the organizations and the enterprises;
- Purchase of stocks, bonds, other securities and acquisition of incomes (dividends, percent) on them;
- Conducting others bringing the income out of realization the operations which directly have been not connected to own manufacture stipulated
Charter: production, works, services and their realization;
- Rendering publishing and polygraphic services;
- Medical activity;
- The activity connected to a revolution of narcotics and psychotropic substances, brought in the List II according to the Federal law

- The kinds of activity demanding according to the legislation licensing, are carried out only after obtaining the corresponding license.
Activity of University on realization stipulated by its Charter of made production, works and services concerns to enterprise only in that part
in which the income received from this activity not reinvest directly for needs of maintenance, developments and perfection of educational
process (including wages of employees)of University.
The account and the reporting of the University
The university carries out operative and accounting of results of the activity, conducts the statistical and accounting reporting under the
established form, represents the founder and the Academic Council the annual report about taking and an expenditure of funds.
The University provides the account and safety of documents on staff and their duly transfer on storage by reorganization and liquidations.
The University provides the account and booking of persons subject to call-up, and also the organization of actions on a civil defence.
The control over observance of financial and economic discipline of university is carried out by corresponding federal and regional bodies
within the limits of the competence.
Officials respond established by the current legislation of the Russian Federation disciplinary, material or the criminal liability for safety
and efficiency of the property use fixed behind them, for distortions of the state reporting.
International and foreign activities
The university has a right to carry out the international cooperation in the field of the higher education, послевузовского and additional
vocational training, scientific or scientific and technical, teaching and other activity according to the legislation of the Russian Federation
and the international contracts of the Russian Federation.
Preparation, retraining and improvement of professional skill of the foreign citizens in the University, teaching and research work of
University employees abroad within the limits of the Russian Federation established by the Government of a quota are carried out according
to the legislation of the Russian Federation on the basis of interstate agreements, agreements between the founder and corresponding controls
formation of the foreign states, and also under the direct contracts made by the University with foreign legal persons, including educational
institutions, or with foreign citizens.
The university has a right to be engaged in foreign trade activities according to the legislation of the Russian Federation.
The order of liquidation and reorganization of University
Reorganization (amalgamation, connection, division, allocation, transformation) and liquidation of the University to be made under the
decision of the Government of the Russian Federation under the offer of the Founder according to the order established by the current
legislation of the Russian Federation.
At liquidation of the University stayed after satisfaction of requirements of creditors the property is transferred to its proprietor unless
otherwise provided for by law and other legal certificates of the Russian Federation.
